The traditions of national diplomacy goes back to ancient times. In a year 838 the first Russian envoy was sent to Constantinople and in 860 “Treaty of Peace and Love” was signed with the Byzantine Empire. The first Foreign Affairs Office was established in Russia almost about five centuries ago by Czar Ivan IV, on February 10, 1549.
The Ministry of Foreign Affairs, as it is named nowadays, was commenced in 1802 by the manifesto of Czar Alexander I.
In the last several years Russian Foreign Affairs Ministry has registered a substantial progress in building cooperation with Latin America and Caribbean countries as we consider this region as a new world center of growth which shares our position in the international arena
